What is the Voluntary Health Insurance Scheme (VHIS)?
The Voluntary Health Insurance Scheme (VHIS) is a medical insurance scheme launched by the Food and Health Bureau. It aims to enhance the protection level and transparency of medical insurance products. All VHIS Certified Plans must meet the following minimum requirements:
Policy Terms and Coverage
- Standardized Policy Terms: Adopts standard policy terms and conditions approved by the Health Bureau. Provides a minimum scope and amount of coverage.
- Guaranteed Renewal: Guaranteed renewal regardless of changes in health conditions.
- No Lifetime Benefit Limit: Insured persons can continue to receive coverage up to the age of 100.
- Cooling-off Period: A 21-day cooling-off period is provided, during which the policy can be canceled with a full refund of paid premiums.
- Premium Transparency: Premium schedules are accessible through insurance companies and the VHIS website.
Scope of Coverage
- Coverage of Pre-existing Conditions Unknown at the Time of Application: Partial coverage is provided from the second year after the policy takes effect, and full coverage is provided from the fourth year.
- Coverage of Treatment for Congenital Conditions: Coverage for diagnostic tests and treatment of congenital conditions diagnosed at or after the age of 8.
- Coverage of Day Case Procedures: Includes surgical procedures performed in day care centers.
- Coverage of Prescribed Diagnostic Imaging Tests: Such as Computed Tomography (CT) scans, Magnetic Resonance Imaging (MRI) scans, and Positron Emission Tomography (PET) scans, subject to 30% coinsurance (the policyholder has to pay 30% of the cost).
- Coverage of Prescribed Non-surgical Cancer Treatments: Such as radiotherapy, chemotherapy, targeted therapy, immunotherapy and hormonal therapy.
- Coverage of Local Psychiatric Treatments: Coverage for psychiatric treatments received in hospitals in Hong Kong.

What is the difference between the Standard Plan and Flexi Plan under the Voluntary Health Insurance Scheme (VHIS)?
The Standard Plan provides the minimum compliant protection under the VHIS. Its terms and coverage are standardized, and the Standard Plans offered by different insurance companies are virtually the same, with only very limited minor variations permitted.
The Flexi Plan, on the other hand, offers more flexible supplementary protection on top of the basic coverage of the Standard Plan, such as higher benefit limits and a wider scope of coverage. The specific details of these supplementary protections will vary depending on the insurance company and its products. Policyholders can choose the plan that best suits their needs.
For example, all of Prudential's VHIS Flexi Plans provide 100% coverage for eligible claims arising from unknown pre-existing conditions from the 31st day of the first policy year. VHIS Standard Plans, on the other hand, only provide partial coverage from the second policy year.

Does the Voluntary Health Insurance Scheme (VHIS) cover outpatient expenses?
Certified products under the VHIS do not cover routine outpatient expenses, such as consultations for common colds and flu.
Some outpatient expenses are covered by the VHIS Standard Plan, including:
- Outpatient care expenses before admission or after discharge/day surgery.
- Specialist outpatient charges for treatment planning, monitoring of prognosis, and disease progression during the period of confinement, or in a facility providing medical services to day patients, for prescribed non-surgical cancer treatments1.

Should I buy a VHIS Plan for my parents?
As your parents age, their medical needs may increase. The benefits of buying a VHIS plan for them include:
- Guaranteed Renewal: Guaranteed renewal up to age 100 or for life, providing peace of mind even if their health condition changes.
- Coverage for Unknown Pre-existing Conditions: Prudential’s VHIS Flexi Plans provide full coverage from the 31st day of the 1st policy year. Standard Plans provide partial coverage in the 2nd and 3rd policy years, and full coverage from the 4th policy year onwards.
- Tax Deduction: Policyholders can apply for a tax deduction on eligible premiums up to HKD 8,000 per insured person per tax assessment year, thereby reducing overall expenses.
- Access to Private Healthcare Services: Covers private healthcare services, offering flexibility and potentially shorter waiting times for treatment.

Is there a maximum limit for tax-deductible premiums for qualifying Voluntary Health Insurance Scheme (VHIS) policies?
Yes, the maximum tax-deductible premium for each assessment year is $8,000 per insured person.

What is a deductible? Do Prudential’s VHIS plans have a deductible?
A deductible refers to the amount you are responsible for paying when you make a claim with the insurance company. The insurance company will first deduct the deductible from the eligible medical expenses and then compensate you for the remaining medical expenses based on the details of your policy, including the scope of coverage, claim limits, and related terms.
The PRUHealth VHIS VIP Plan (Flexi Plan) offers four deductible options: HKD 0, HKD 20,000, HKD 50,000, and HKD 96,000. You can choose the option that best suits your budget and needs.
The deductible is calculated per policy year and applies to all benefit items (except for accidental death benefit, compassionate death benefit, and wellness benefit).
The plan also allows you a one-time lifetime right to reduce the annual deductible at the policy renewal date when you reach the age of 50, 55, 60, 65, 70, 75, 80, or 85, without the need for a medical examination.
The PRUHealth CoreChoice Medical Plan (Standard Plan), PRUHealth VHIS Easy Choice Plan (Flexi Plan), and PRUHealth FlexiChoice Medical Plan (Flexi Plan) do not have deductible options.

How do Prudential’s VHIS plans handle pre-existing conditions that were unknown before taking out the policy?
Prudential's VHIS products all address pre-existing conditions (including unknown congenital conditions) that were unknown before taking out the policy.
PRUHealth FlexiChoice Medical Plan (Flexi Plan), PRUHealth VHIS Easy Choice Plan (Flexi Plan), PRUHealth VHIS VIP Plan (Flexi Plan): From the 31st day of the 1st policy year, unknown pre-existing conditions are fully covered.
PRUHealth CoreChoice Medical Plan (Standard Plan): In the 2nd policy year, unknown pre-existing conditions are covered at 25%; in the 3rd policy year, they are covered at 50%; from the 4th policy year onwards, they are fully covered.

What cancer treatment coverage is provided by Prudential's VHIS plans?
Prudential's VHIS plans' cancer coverage mainly covers the costs of a series of "prescribed non-surgical cancer treatments," including radiotherapy, chemotherapy, targeted therapy, immunotherapy, and hormonal therapy.
The coverage will reimburse the eligible expenses incurred by the insured person for receiving prescribed non-surgical cancer treatments during hospitalization or in a facility providing medical services for day-case patients. This includes outpatient specialist consultation fees for treatment planning, monitoring prognosis, and disease progression during the treatment period.
The coverage limits vary depending on the plan:
PRUHealth VHIS VIP Plan (Flexi Plan): Provides full reimbursement1.
PRUHealth FlexiChoice Medical Plan (Flexi Plan): The maximum annual reimbursement limits are HKD 10,000 (ward), HKD 150,000 (semi-private room), and HKD 225,000 (private room), respectively.
PRUHealth VHIS Easy Choice Plan (Flexi Plan): The maximum annual reimbursement limits are HKD 80,000 (ward), HKD 120,000 (semi-private room), and HKD 160,000 (private room), respectively.
PRUHealth CoreChoice Medical Plan (Standard Plan): The maximum annual reimbursement limit is HKD 80,000.

Do Prudential's VHIS plans cover health check-ups?
The “Wellness Benefit” of the PRUHealth VHIS VIP Plan will provide eligible expenses for one health check-up or vaccination within one year after every three policy renewals (i.e., in your 4th, 7th, 10th, etc. policy years).

Do Prudential's VHIS plans offer overseas coverage?
Prudential's VHIS plans all offer overseas coverage, but the scope of this coverage varies depending on the specific plan.
The PRUHealth CoreChoice Medical Plan (Standard Plan), PRUHealth VHIS Easy Choice Plan (Flexi Plan), and PRUHealth FlexiChoice Medical Plan (Flexi Plan) all provide worldwide coverage for treatment expenses due to bodily injury and illness, except for psychiatric treatment, which is only covered in Hong Kong.
The PRUHealth VHIS VIP Plan (Flexi Plan) offers coverage in Asia (including Australia and New Zealand) or worldwide (excluding the United States), except for psychiatric treatment, which is only covered in Hong Kong. The coverage limits of this plan include the cost of staying in a semi-private room in Mainland China, Hong Kong, or Macau, or a private room in any other place within the covered region. If the insured person needs to receive treatment due to an accident that occurs outside the covered region, this plan will also provide coverage for private room hospitalization.
In addition, we also offer the PremierFlex Flex Medical Plan with optional outpatient benefits, covering hospitals in Mainland China, Hong Kong, Macau, or worldwide, and providing comprehensive support from prevention, diagnosis, treatment to rehabilitation.
